Description:

The Town of Lincoln, Massachusetts seeks proposals from qualified consultants to assist the Town in creating a Diversity, Equity, Inclusion, and Anti-Racism (IDEA) Strategic Plan.  The Town anticipates that the process will include an evaluation of current conditions, attitudes, and policies; a baseline of training of the Town’s leadership boards and staff; and a prioritized action plan including an analysis of resources required to successfully implement the plan, and a set of evaluation metrics for measuring progress.  Experience with municipal clients is required.  

The contract will be for an eighteen-month duration, beginning on or about November 1, 2022, and expiring on or about May 1, 2024.  The Town’s Request for Proposals contains background information about the community, its IDEA Committee, and our objectives, and is attached to this posting   

Proposals should be submitted to the Town’s IDEA Committee, attention Timothy S. Higgins, Town Administrator, Town Offices, 16 Lincoln Road, Lincoln, MA 01773 not later than 10:00 a.m. on Monday, September 9, 2022.  Submission requirements are specified in the Town’s RFP.

Qualifications:
• Licensed to do business in the State of Massachusetts or submit a statement of commitment that it will become licensed in Massachusetts within thirty (30) calendar days of being selected.
• A minimum of three years of experience advising organizations on the development and implementation of diversity, equity and inclusion centered strategies.
• A minimum of five years of experience facilitating complex learning processes with small, medium, and large groups
Special Requirements:
- Strong communication and interpersonal skills, with the ability to develop strong written and analytic documents.
- Experience in coaching executives and other leaders in an organization.
- Experience working with complex public agencies at various stages of strategic plan development.
- Ability and experience in observing interpersonal dynamics and ensuring all voices are at the table.
- Demonstrated ability to develop and implement tailored, qualitative, and quantitative assessments of Town resident and staff DEIA-related attitudes, beliefs, norms, and practices
