Board of Assessors
The mission of the Board of Assessors is to ‘‘truly
and impartially, according to (its) best skill and judgment,
assess and apportion all such (property) taxes (and) neither
overvalue nor undervalue any property subject to taxation’’
-Massachusetts General Laws Chapter 41, Section 29.
Under this mission the Board will:
Maintain
accurate, up-to-date, understandable, and publicly accessible
records on all properties
Prepare
assessed values so tax bills can be issued in a timely fashion
Provide
friendly, competent, and responsive service to taxpayers with
respect to their responsibilities and opportunities under
property tax regulations
Provide
leadership in facilitating integration of real estate databases
for Lincoln
The Board of Assessors consists of three members each elected
to a three-year term. Ellen B. Meadors was elected
in March 2002, is a retired engineer. John G. Robinson, Chair, was
elected in March 2004. John is a Computer Scientist. Edward
H. Morgan was elected in March 2000. He is a physicist at
MIT.

Summer Meetings: First and Third Monday of each month at 8:00 a.m.
The Board of Assessors is responsible for maintaining
all appraised values for property tax purposes at current
market levels as of each January 1. Annual preparation of
the tax rolls and tax rate setting are primary services. To
this end, deed, building permit and field review information
is collected. Sales, property characteristic, ownership, legal
description and mapping files are created for valuation development
and public information purposes. The Board of Assessors also
administers statutory agricultural, charitable and property
tax exemption programs as well as property tax and motor vehicle
abatement services.
