Services Department
The Information Technology Department provides strategic planning
resources to all municipal departments to ensure thoughtful,
well planned purchasing and implementation decisions in regards
to integrated computing and data networking solutions. All
decisions must be consistent with the technical needs of the
users and with the priorities of the Town.

The Information Technology Department (I.T.) is responsible
for working closely with the Town Administrator, the Finance
Director and department heads to ensure that information resources
are available to support the daily activities of the Town.
I.T. is responsible for Strategic Planning,
to ensure that new purchases maximize compatibility with legacy
systems. I.T.
must articulate the potential costs and benefits associated
with all new solutions that are proposed.
I.T. is responsible for Project Management
of new information technology solutions that are being deployed
at any time within
the municipal departments. This may take a project from it's
conception, to needs analysis, to consensus, to vendor demonstrations,
to purchase, and ultimately to deployment and user training.
I.T. is responsible for Asset Management and
maintains a detailed inventory of all information technology
assets including network
components, server hardware, operating systems, peripherals,
desktop computers, printers and software applications. All
Operating System and Software levels are kept at most current,
compatible revision levels. Maintenance contracts are in place
to ensure rapid response time to system outages, to minimize
downtime and potential disruptions to office productivity.
I.T. is responsible for Capital Planning and
anticipating all costs associated with the Town's information
technology infrastructure and as such is responsible for developing
and managing the annual Operating Budget and Capital Budget
for each fiscal year.
Daily operations include Desktop Support
which may consist of purchasing, loading & configuring
office applications, installing and networking all personal
computers. In addition to desktop support services, the Information
Technology Department supports the network infrastructure
required to provided data communication between municipal
departments, the Commonwealth and Lincoln constituents. In
house servers provide the hardware and software applications
platform for water billing; property assessment; excise tax
billing; real estate tax billing; accounts payable; accounts
receivable; budgeting and general ledger. Local Area and Wide
Area Network servers provide network access to shared files,
printers, e-mail and internet.
