Town Meeting 

Lincoln’s Annual Town Meeting ordinarily occurs on the last Saturday in March.  The meeting is run by the Town Moderator and is open to all Registered Voters in the Town of Lincoln; for those not yet registered, the deadline to do so is 20 days prior.

The Warrant, or agenda, for the meeting is set by the Board of Selectmen in late January.  Residents wishing to place a particular issue before the meeting may do so by means of a Citizens’ Petition. Guidelines and a template for this procedure are available from the Town Clerk.  Potential petitioners should confer with the Town Administrator at the earliest opportunity in order to insure a timely effort, particularly in view of the extended notice period required for Special Town Meetings.

The Town Clerk records and maintains a permanent record of the votes taken at Town Meeting. Following the meeting, the Town Clerk files proposed changes to the town’s bylaws with the Attorney General’s office, which makes a determination and certification of compliance with state law.  Other Town Meeting action items, such as appropriations or borrowing authorizations, require authentication and certification by the Town Clerk’s office in order to become actionable by the relevant department.
