Welcome to SelectConnect!

This is the first edition of the Select Board’s electronic newsletter, and we thank you for signing up to be on the distribution list!  We intend to publish SelectConnect twice a month in addition to the paper “Select Board News” that is mailed out to all residents 3 – 4 times a year.  

We hope you will find SelectConnect a useful source of town information, and we encourage you to give us your honest feedback.  Please email Jennifer at jglassselect@lincolntown.org if you have questions or ideas that would make it better.  Also, we ask for your help in spreading the news about SelectConnect to your friends and neighbors! They can sign up using the town website’s “notify me” page.

December 8th Meeting Recap

  • Cell Service:  The Board voted to allow AT&T to install small cell wireless infrastructure on a pole near 188 Tower Road.
  • Bond Sale:  Great news!  Standard & Poors reaffirmed Lincoln’s AAA bond rating on November 24th.  Thank you to Colleen Wilkins, Director of Finance, and our Finance Committee for their work to maintain strong financial practices! The board signed bonds totaling $24M for the Community Center and water main projects.  The 30-year bonds came in at 3.844%
  • Welcome!  The Board voted to appoint the following residents to town committees.  Thank you for your service to the town!
    1. Agricultural Commission:  Heather Anderson, Phillip Ayoub, Steven Kanner, and Matthew Travis
    2. Zoning Board of Appeals:  Stephen Skolas

Capital Projects

  • Community Center – Foundations are being poured!  After the foundations are ready, expect to see walls going up! Visit the CCBC website for more information.
  • 117/Old Sudbury Road Crosswalk – The project is now complete, including installation of the flashing beacons. Thank you to Paula Vaughn, Director of Land Use Planning, for securing the grant that made this possible, and to the DPW for overseeing the contract.
  • Landfill Solar – The town's solar consultant believes the system will be mechanically complete by the end of the year and operational early in 2026.
  • Water Main – Phase I of the project is now complete! Thank you to all those involved in project management and public safety.  We will be convening community meetings in the spring to discuss plans for Phase Il which will extend the main from Ballfield Road to South Great Road/117. Staff level planning is already underway.

FY 2027 Budget Development

  • Departments submitted their budgets on November 24th.  Tim Higgins, Town Administrator, and Ms. Wilkins have developed a consolidated budget in compliance with the Finance Committee’s guidance of a 2 ½% growth rate.
  • Smaller departments are unable to absorb personnel costs and maintain level services within that guideline, so a total of $66K is being requested to allow them to “restore” budgets.
  • There is one preferred budget request for $148K for maintenance of the new Community Center building.  This would cover cleaning, utilities, and general maintenance and would be an ongoing request in future budgets.
  • The Green Energy Committee (GEC) will ask Town Meeting to establish a new revolving fund for future green initiatives.  Revenue from the landfill solar project is a potential source of revenue.

  • The Finance Committee will hold its first budget workshop on December 15th at 7:00PM.

Next Select Board Meeting

January 12, 2026:  The Board will vote to “open the warrant” for the March Town Meeting. This gives boards and committees the opportunity to put issues that require a town vote on the agenda.  Residents are also able to submit citizens’ petitions.  For more information about how to do so, click here.
